EU-GCC Summit in Riyadh to Emphasize Investment in AI and Clean Energy

The EU-Gulf Cooperation Council (GCC) Summit in Riyadh, scheduled for October 24, is set to enhance economic relations by focusing on investment in artificial intelligence (AI), digital infrastructure, and clean energy. This second summit between the EU and GCC aims to broaden the economic partnership beyond traditional trade, with goods trade between the two regions having reached €165.7 billion in 2025.

Key areas of potential cooperation include AI, with discussions likely to cover investments in data centers, cloud computing, high-performance computing, AI applications, and cybersecurity. The Gulf’s investment resources combined with Europe’s research and technology capabilities present opportunities for partnerships in these sectors.

Digital connectivity is another major focus, extending cooperation beyond traditional transport and trade links to telecommunications networks, data centers, cloud services, and cross-border data infrastructure. Clean energy projects, such as solar and wind power, green hydrogen, energy storage, and smart grids, remain a priority, offering opportunities for collaboration between Gulf investors and European technology companies.

The summit may also explore partnerships in advanced manufacturing, logistics, financial technology, healthcare technology, and industrial equipment. Such collaboration could gradually lead to integrated value chains involving companies from both regions in production, financing, development, and distribution.

A significant economic issue remains the EU-GCC free trade agreement, with the EU seeking improved market access and clearer trade and investment rules. Consultations with businesses, investors, and chambers of commerce are ongoing to assess the agreement’s potential economic impact.

For Saudi Arabia, the summit aligns with Vision 2030 goals of economic diversification, attracting investment, and developing non-oil industries. Both Saudi Arabia and the EU support the India-Middle East-Europe Economic Corridor, which could enhance future cooperation in transport, energy, and digital infrastructure.

A business forum alongside the summit is expected to offer a platform for companies and investors to discuss potential projects in AI, data centers, clean energy, logistics, and advanced industries. While no specific joint AI or technology investment projects have been announced yet, the discussions are anticipated to transform broader economic priorities into practical partnerships and investment opportunities.
